Cagayan de Oro declares state of calamity

MANILA, Philippines — The city government declared a state of calamity in Cagayan de Oro early Tuesday morning in response to flooding caused by heavy rainfall since Monday afternoon.
The declaration, which will allow the city to use emergency funds and puts a price freeze on basic goods in place, was announced on the city's Facebook page and on media.
As of 9 a.m. on Tuesday, Mayor Oscar Moreno said that the rain has subsided but that the skies are still cloudy.
"The situation has now normalized," Moreno said in an interview over ANC.
He added that the water level of major rivers are back to normal.
The mayor said that a little over 3,000 people or about 1,000 families are still in 18 evacuation centers, but are now starting to go back to their houses.
Moreno said that a 14 year-old boy from Barangay Agusan passed away early Tuesday morning after a wall collapsed on him..
"It was very unfortunate because the worst was already over when it happened," the mayor said of the lone casualty.
Moreno also said that authorities are still estimating the damage caused by the flooding, but said that "it would run in the millions."
Rains may cause flash floods, landslides
As of 1 a.m. on Tuesday, nine barangays had been forced to have their residents evacuate their homes. Forced evacuation was implemented in barangays Tumpagon, Pigsag-an, Lumbia, Tuburan, Pagalungan, Sansimon, Iponan, Bulua, Pagatpat and Canitoan.
A low pressure area and the tail-end of a cold front caused heavy rains in Cagayan de Oro on Monday, causing floods and stranding thousands of residents.
As of 4 a.m., weather bureau PAGASA located the low pressure area 70 kilometers east northeast of Zamboanga City and Zamboanga del Sur.
Moderate to occasional heavy rains and thunderstorms will be experienced over Eastern Visayas, Caraga, Northern Mindanao, Zamboanga Peninsula and the province of Bohol, which may cause flash floods and landslides, it also said.
In Bohol, flooding and rain prompted the suspension of classes from kindergarten to high school, the Philippine News Agency reported. 
Anthony Damalerio of the Provincial Disaster Risk Reduction and Management Office, said in the same report that the local government they is monitoring situations across the province. He said disaster risk reduction and management personnel as well as local first responders have been alerted.
Ambulances and emergency equioment are also ready for deployment.
