MANILA, Philippines — Department of Labor and Employment Secretary Silvestre Bello III admits there are issues from last year that they have yet to resolve.

These include the issue on contractualization as they are finding it hard to monitor the companies who have committed labor violations.

According to the secretary, they currently only have 500 labor compliance inspectors and that they need an additional 2,500 manpower to effectively monitor the problems of contractualization.

But despite this, Bello hopes that the “endo” scheme will end soon.

“Endo is a thing of the past. Definitely endo is going to end, why? Because management and employers have realize that this is unlawful,” DOLE Sec. Silvestre Bello III said.

On the other hand, the repatriation of overseas Filipino workers (OFWs) put a good mark on DOLE’s accomplishments as 16 thousand from the total of 19 thousand stranded Filipino migrant workers have been sent home.

Bello also said DOLE saw a 1.7% decline in the unemployment rate and an almost 1% drop in under-employment in the past year.

DOLE plans to push what it calls as the i-DOLE which will serve as passport and overseas employment certificate of the OFWs.

“Maybe given another 6 months. We are trying to adopt a system that this i-DOLE can serve as their passport,” Bello said.
