VACC prepares for House hearing on impeachment raps vs CJ Sereno

MANILA, Philippines — The Volunteers Against Crime and Corruption (VACC) is preparing for the possible questions of lawmakers in a Congressional hearing on Wednesday.
The House Committee on Justice will begin on Wednesday the hearing on the two impeachment complaints filed against the chief justice of the Supreme Court.
“I have to simulate the hearing tomorrow because just in case that they are called, I conducted a question and answer simulation,” VACC Lawyer Atty. Manuelito Luna said.
Atty. Larry Gadon, who filed the impeachment complaint, has 300-pages of certified true copy documents which he claims came from the high tribunal.
“Documents pertaining to the purchase of the car and there is another summary for a list of a consultants their contracts and their fees and the nature of the contract,” Gadon said.
House Committee on Justice Chairman Congressman Rey Umali, meanwhile, said they will determine on Wednesday if the complaint is sufficient in form or if the complainants have personal knowledge on the issue and if they have evidence to prove it.
The committee will also scrutinize if the allegation is sufficient in substance.
“If it will not hurdle those two tests then it will be dismissed but if it does then we will now require the Chief Justice to answer,” Umali said.
Once the chief justice comments on the complaints, the complainant will present the witnesses and only after can the Congress determine if the allegations have probable cause.
If the complaints have probable cause, the committee will then proceed to discuss it in the plenary.
The complaints need 1/3 or 98 votes so it could proceed to the impeachment court in the Senate. – Grace Casin | UNTV News &Rescue
