Lawmakers target to consolidate four versions of proposed BBL this January
MANILA, Philippines — The subcommittee of Congress is confident to submit by the end of January their draft and consolidated version of the Bangsamoro Basic Law (BBL), noting it is following a timeline for its passage.
“We are working hand in hand with Malacañang because the BTC version is with the Malacañang. It’s like a consent. So basically, the one who sponsored this is no less than the Speaker himself, Pantaelon Alvarez,” 1st District of Zamboanga Rep. Wilter “Sharky” Wee Palma said.
According to House sub-committee Chairman Zamboanga Sibugay 1st District Representative Wilter “Sharky” Wee Palma, one of the priorities of Congress is to pass the said proposal at the soonest possible time.
“We kind of see the urgency, the need for us to work faster as was pronounced by no less than the president himself. Right now we are working hard on it,” Palma said.
The subcommittee targets to submit the proposal to the mother committees composed of the committees on local government, Muslim affairs, peace, reconciliation and unity until the end of the month.
According to Rep. Celso Lobregat they are focusing on the constitutionality of the provisions of the proposal so they could immediately finalize it.
He said they need to scrutinize on four versions before submitting the working draft to the mother committee that will be in charge of the deliberation and consultations for the said proposals.
The lawmakers could not determine yet the contentious issues, or the matters that have to be debated on as the 4 proposals have many provisions.
Meanwhile, the subcommittee members said they have no idea yet when the proposed BBL will take effect.
They could not say as well which between the BBL and proposed Federal Form of government will be passed into law first.
“To properly discuss charter change because the unconstitutional provisions in the present proposed BBL will become constitutional there will be no problem,” Lobregat said.
The subcommittee will hold another meeting on January 17 and in the coming weeks. – Aiko Miguel | UNTV News & Rescue
