QUEZON CITY, Philippines – The Consultative Committee (ConCom) proposes “lawless violence” as an additional basis for the declaration of martial law under the new Constitution.
According to its proponent retired General Ferdinand Bocobo, the proposal aims to address terror threats and dangers that extremist groups might trigger in the future.
He cited as an example the eruption of Marawi siege last year.
Under the existing Constitution, martial law can only be declared in the event of a rebellion or foreign invasion. – UNTV News & Rescue
